STANDARDIZATION OR DESTANDARDIZATION: HOW SHOULD BE CHANGED THE REQUIREMENTS TO QMS?

Abstract. More than half a century ago, American futurist Alvin Toffler named standardization as one of the essential tendencies of industrial civilization. Whereas in a post-industrial (information) society, in his opinion, there should be a reverse tendency to destandardization. In general, this forecast has not yet been confirmed, however, as far as management system standards are concerned, the situation is not so clear. Let's look at how these opposite tendencies relate to the example of ISO 9001. This topic is becoming particularly relevant during the ongoing discussion of its new version, while the chance to make some adjustments has not yet been missed.

Keywords: standardization, destandardization, management systems, effectiveness, certification.

SMART STANDARDS: DIGITAL TOOL FOR MANAGEMENT AUTOMATION

Abstract. Standardization is rapidly transforming both in Russia and abroad. A technological revolution is taking place, equal in significance to the invention of the book format in ancient times — a codex — instead of the usual scrolls or the creation of the printing press. The name of this technological revolution is SMART standards. Data formalization helps to mitigate some of the content and organizational problems associated with the development of standardization documents. But the main thing is that the modern digital format for presenting documents and services built on the processing of structured regulatory data are capable of solving many issues of their practical use.

Keywords: SMART standard, SMART format, SMART service, SMART technology, SMART data.

DON’T THROW THE BABY OUT WITH THE BATHWATER: STANDARD MANAGEMENT PRACTICES THAT SHOULD NOT BE ABANDONED

Abstract. The departure of many leading foreign companies from the Russian market has both positive and negative sides. On the one hand, it cleared the way for domestic producers, removed political restrictions, which gave an additional impetus to the Russian economy, but, on the other hand, it created certain problems. One of the main ones is the risk of losing the best world practices of production organization and management, applied at domestic enterprises due to the requirements of their foreign partners. Let us consider the essence of such practices, their positive effects, as well as the negative consequences of refusing to apply them.

Keywords: best management practices, standardization, process approach, continual improvement, efficiency.

EFFECTIVENESS OF MANAGEMENT SYSTEMS: QUANTITATIVE EVALUATION BASED ON INTERNAL AUDITS

Abstract. There is currently an interesting discussion on the possibility of confirming the true effectiveness of management systems during first, second and third party audits. This problem is expressed in the following contradiction: the approach of auditors of certification bodies is often formal, while their customers expect added value from the audit procedure. In a systemic sense, this problem lies in the guaranteed closure of the PDCA cycle, associated with the embedded task of ensuring the effectiveness of corrective measures. It can be solved by a quantitative methodology for its assessment, developed by the author of this article.

Keywords: management systems, internal audit, effectiveness evaluation, evaluation metrics, PDCA cycle.
