METHOD TO REDUCE THE TIME TO ACHIEVE CONSENSUS BY RANDOMLY SELECTING A GROUP OF EXPERTS

The authors analyze the time it takes the technical committee for standardization (TC) to reach consensus when TC’s working group is formed randomly. The obtained results are based on the simulation of regular Markov chains. The study shows that the time to consensus, spent by randomly formed group of five can be reduced to 91% compared to the time it takes the full TC of 20 people to achieve, all that without losing the quality of the decision made. The results of the study provide justification for the rational use of time when making decisions by selecting small working groups or parallelizing a large group of experts.
